Please fill out a witness slip for SB2651 - An election omnibus bill that allows for Risk Limiting Audits (improved statistical audits) and some oversight of our election machines and technology.

Background: Our IL 5% Retabulation (Audit) law is extremely weak - the election jurisdictions simply take 5% of the Election Day paper ballots and run them through another machine, without ever counting them by hand.

They then hand count 5% of the Early Voting machine paper tapes with extreme difficulty.

They don't even audit the Vote By Mail or the Provisional ballots. 

Risk Limiting Audits are highly statistical audits that count the actual paper ballots, pulling them randomly from all of the ballots cast for any election. 

Clean Count Cook County is working with David Orr's office to help move these Risk Limiting Audits towards the transparent, verifiable audits that we need to secure our elections.

(FYI - Citizens will still need to show up for the audits to make sure that our votes are being counted accurately - there is nothing that will take the place of citizen involvement).

SB2651 also provides that every 2 years each election authority shall submit specified information on the voting equipment used within the jurisdiction to the State Board of Elections. It requires that this information to be posted online. This bill is a step towards more transparency in our election systems. This bill has already passed the IL Senate, your action today will help pass it in the House. Instructions on how to file a witness slip:

  • Section l - Identification: Fill in your personal information,

  • Under Firm, business or agency you can enter "Clean Count Cook County"

  • Under Title you can write: "Organizer"

  • Under Section II, Representation: you can enter "Clean Count Cook County"

  • In Section III, select "Proponent" for the Original Bill. 

  • In Section IV, select "Record of Appearance Only".

  • Agree to the ILGA Terms of Agreement

  • Submit by clicking on Create (Slip)
